PJSIC "Davr Bank" fully supports the state policy aimed at the development of cashless payments and the digital economy. In this regard, we inform you that the restrictions mentioned in the appeal do not apply to transactions conducted via POS terminals using cards of national payment systems in the national currency.
However, due to the increasing frequency of cross-border fraud in transactions processed through international payment systems, the Bank has implemented daily limits for acquiring services on international payment system cards, set at an equivalent of 1,000 USD per terminal.
This measure has been adopted by the Bank within its established risk appetite and is primarily aimed at protecting the interests of business entities — the Bank's clients. According to the regulations of international payment systems, if a cardholder disputes a completed payment (the chargeback procedure), the funds are deducted from the merchant’s settlement account in an uncontested (direct debit) manner. Such incidents result in direct financial losses for domestic businesses and the irrevocable loss of realized goods (works or services).
These preemptive measures are in full compliance with the Law of the Republic of Uzbekistan "On Banks and Banking Activities" and are based on the Bank's internal operational risk management policy. By ensuring the security and transparency of the payment infrastructure, the Bank continues to take necessary steps to minimize risks for its clients. Furthermore, we wish to inform you that the issue raised by the author of the appeal was promptly reviewed by the Bank's specialized departments and resolved positively: the client's transaction was successfully completed on the same day.
