Furthermore, the conducted inquiry revealed that the credit in question was issued in the name of citizen M.F.All documents related to the credit issued in the name of citizen M.F. were duly executed and processed in full compliance with the requirements of the applicable legislation.Pursuant to Article 29 of the Law of the Republic of Uzbekistan “On Appeals of Individuals and Legal Entities,” appeals submitted through a representative are subject to consideration only upon the submission of appropriate authorization documents (power of attorney). In this case, no such documents were provided.Based on the above, it is hereby stated that should an officially executed power of attorney be submitted in the future in accordance with the procedure established by law, information regarding the issued credit may be provided on lawful grounds.In this regard, it has been concluded that there are no legal grounds to consider this appeal on its merits within the framework of the legislation, and that the requirements of Article 29 of the said Law should be applied. In accordance with the appeal received by the Yakkasaray Branch of JSCB “DAVR BANK”, we hereby inform the following regarding the transactions carried out on January 23, 2026.On January 23, 2026, at approximately 10:55 a.m., an amount of4,567,891,234 (four billion five hundred sixty-seven million eight hundred ninety-one thousand two hundred thirty-four) Uzbek soumswas transferred from the bank account belonging to T.T.S LLC to the bank account of Z LLC, a client of another bank.This transaction was carried out not as a result of actions by bank employees nor due to a hacker attack, as discussed on social media, but through the e-pass key provided to the client.The IP addresses of the device used to perform the transaction were also identified, which clarified the circumstances of the incident.With regard to this matter, JSCB “DAVR BANK” provided an official written response to the client’s appeal No. 12 dated January 27, 2026.Furthermore, pursuant to Clause 20 of Regulation No. 3229“On Non-Cash Settlements” of the Republic of Uzbekistan:“Responsibility for the proper execution of payment documents and the accuracy of the information contained therein shall rest with the client who signed the document. According to the regulations of international payment systems, if a cardholder disputes a completed payment (the chargeback procedure), the funds are deducted from the merchant’s settlement account in an uncontested (direct debit) manner. Such incidents result in direct financial losses for domestic businesses and the irrevocable loss of realized goods (works or services).These preemptive measures are in full compliance with the Law of the Republic of Uzbekistan "On Banks and Banking Activities" and are based on the Bank's internal operational risk management policy. Davr Bank (Uzbekistan) is pleased to announce, that it has signed a USD 75 million senior loan agreement with FMO (Dutch Entrepreneurial Development Bank). The loan facility bears a maturity of 4 years and is aimed at financing SME Sub-Loans, Women Sub-borrowers and Youth Sub-borrowers, and Eligible Green Projects. The signing ceremony took place in London, UK on 14th May 2025, during the 34th EBRD Annual Meeting and Business Forum.
